In 2003, eight large projects were carried out in succession at downtown area after bargain with 39 developers early or later. 25 pieces of downtown tracts were auctioned in this year for ￥90,343,000 in total, attracted investment for ￥83,200,000. 0.8KM2 of the old downtown area was rebuilt and 104,000M2 marketable houses were on tap. A lot of new projects were carried out successfully, they have brought up the grade of the city and will be the new spot of downtown area. The projects include Liaodu International Hotel, New Donghuan shopping street, Yucai road shopping street, Shuanghu west road shopping street, the West Lake piazza market, garden in the people's square and the West Lake mountain village residential distrist.

Layout of towns

    　　Chengguan and Yaoli are the center towns, their function are the center of politics, economy and culture of the county. Chengguan is the political and cultural center, and Yaoli is the industrial, trade and traffic center; Xindian, Madian, Gaotang, Chengguan are the main center towns of each section, Madian and Gaotang are the base of industry development and the door of economic communication, Xindian and Xihu emphasize the development of tour-economy and aquatic product, Changji and Wulong give priority to the agriculture comprehensive development.

The rebuild project of Wulong sect of Shaogang-Sanyuan road and the earth work of Yaoli railway station were completed, 50KM gravel road for helping the poor completed on schedule, have calzada of 437KM and 14 bridges repaired. The project of country power supply system cost ￥130,000,000 was completed, 35KV power supply system for Wuji mine area and Linghuaigang flood control system was completed, Baimiao 110KV power supply system was authorized and began to be built. The irrigate system with an investion of ￥62,300,000 of five years' duration was completed. The rebuilding project of national highway 105# in Huoqiu and Nanjing-Xi'an railway in Lu'an were open to traffic, the work of moving the families on the building site of Fuyang-Lu'an freeway in Huoqiu was completed.
